CDSC to provide dispute mediation-related notices through mobile phones


- A variety of notices, including a written decision, will be provided to consumers through mobile phones -


  The Consumer Dispute Settlement Commission operated within the Korea Consumer Agency (Chairperson Shin Jong-won, hereinafter referred to as ‘the Commission’) will complete its establishment of “an electronic notification and guidance system for dispute mediation,”and starting on January 2nd, 2020, it will provide a variety of notices related to dispute medication cases, including a written decision, through mobile phones.

  The Commission has decided to change its method for providing notices from paper mailings to electronic notifications through mobile phones in order to provide convenience to the public through public service innovation as, recently, mobile phone-based services have been expanded quickly in the society.


  Through ‘the system,’ consumers will receive written messages through Kakao Talk when they apply for dispute mediation by the Commission, and also if they agree* to ID verification, the collection of and access to personal information, and the use of electronic notification services, they will be able to see a variety of notices regarding dispute mediation, including a written decision, through mobile phones, following a simple & easy ID verification process through ‘KakaoPay.’


 * Consumers who do not agree to the use of the electronic notification service are provided with notices by mail (in the same manner as before).


  As a result, it is expected that inconveniences, caused by delays in delivery resulting from a recipient’s absence, and by a recipient’s direct pick-up at the post office, when a notice was sent out by registered mail, will be greatly relieved. In addition, using mobile phones in the service of about 10,000 written decisions and other documents annually, which were sent out by mail previously, is expected to reduce mailing costs and improve work efficiency.


  Meanwhile, the establishment of the system by the Commission was carried out after it was selected as the winner of the contest for a pilot project aiming to realize the electronization of public notifications and announcements held by the Ministry of Science, and ICT and the Korea Internet & Security Agency, and as a result, was provided with 50% of the project costs.


  Chairperson Shin Jong-won said, “The Commission will make further efforts in providing a fair and prompt dispute resolution, and promoting consumer benefits and interests.”
