- KCA and KFTC issued a consumer alert for the Lunar New Year holidays -

The Korea Consumer Agency (President Lee, Hee-sook, KCA) and the Korea Fair Trade Commission (Chairperson Sang-jo, KFTC) jointly issued a consumer alert urging consumers to watch out for damage relating to air travel, shipping services, and gift certificates which frequently cause consumer damage over the Lunar New Year holidays.

    The number of consumers using air travel, shipping services, and gift certificates significantly increases especially in January and February, including the Lunar New Year holidays, and over the past three (3) years, the number of consumer counseling* and damage redress** cases relating to damages arising from the use of air travel, shipping services, and gift certificates continued to increase, prompting consumers to pay extra attention.

        * consumer counseling: 21,193 cases (2016) 23, 756 cases (2017) 24,736 cases (2018)

        ** damage redress: 1,676 cases (2016) 1,748 cases (2017) 1,954 cases (2018)

Consumers need to refer to the information regarding the practical example cases of damage and matters requiring attention included in the consumer alert so that they do not sustain similar damage.

Matters requiring consumers’attention

Air Travel

When purchasing an airline ticket, consumers should check the terms and conditions for transit, matters needing attention, and booking information. If items of baggage should be checked, consumers have to carefully check regulations of the relevant airline for checked baggage, and matters needing attention.

- In the case of discounted airline tickets, including early bird tickets, closing down sale tickets, etc., high cancellation fees may be charged. Therefore, consumers should carefully read and understand cancellation policies before making a purchase.

- In addition, in case where loss of, damage to, or delayed delivery of checked baggage occurs during the use of air transport services, consumers should promptly report the fact to the employees of the relevant airline at the airport.

Shipping Service

Since the number of shipments increases significantly during the Lunar New Year holidays, consumers should make a shipping request at least more than one (1) week in advance in order to prevent any delays in delivery.

- In addition, in order to get compensation for loss of goods during delivery pursuant to the Criteria for Consumer Dispute Resolution, consumers should accurately state the type, quantity and price of goods being delivered on a waybill, and keep the waybill until the delivery is complete.

Gift Certificate

Consumers should avoid buying at online stores inducing people to make large purchases by using ads such as “Special Prices on Quantity Lots,”etc., and choose gift certificates that are convenient to use after checking the expiry dates of gift certificates, and stores accepting the gift certificates.
