The Korea Consumer Agency (President: Kim Young-seen, www.kca.go.kr) signed an MOU with the Korean Bar Association to realize a fair society including protecting rights and interests of vulnerable population on June 30th, 2011. The MOU was inspired by awareness that the two agencies could contribute to realization of fair society through empowerment of vulnerable and disadvantaged consumer groups such as senior citizens and multi-cultural families by sharing information and establishing cooperative system.
Accordingly, the organizations is going to jointly develop a variety of cooperative projects and programs such as ‘policy solidarity for empowerment of vulnerable consumer groups including senior citizens and multi-cultural families’, ‘mutual assistance in consumer education to create consumer-oriented legal market and consumer empowerment in legal service area’, and ‘human resource exchange and information exchange including exchange of periodicals’.
The MOU conclusion is regarded as more meaningful as the MOU is expected to generate great effects in protecting rights and interests of massive number of consumers involved in small claims. Currently, the Korean Bar Association operates a ‘Special Commission for Public Interests Litigation’ to assist small claims in which massive number of victims are suffering from small amount of damages.
A KCA official mentioned that close cooperative relation between the two organizations would create more consumer-friendly legal market as well as enhance efficiency of consumer redress.
