Dibutyl phthalate (DBP) detected in two nail polish products - DBP is known as endocrine disrupting chemical

 Dibutyl phthalate (DBP), of which use is banned from cosmetics, was found in two nail polish products on the market.
 The Korea Consumer Agency (President: Kim, Young-Seen, www.kca.go.kr) safe tested 15 kinds of manicure products (seven imported and eight domestic products) on the market and detected DBP of 115.1 mg/kg and 8.7 mg/kg in one imported product and one domestic product, respectively.
 Dibutyl phthalate is known as endocrine disrupting chemical. The Korea Food & Drug Administration has banned the use of the chemical in cosmetics according to the Cosmetic Ingredient Regulations.
 The KCA made a recommendation of voluntary removal of the goods to the nail polish manufacturer and the importer in question. The Agency is going to make a recommendation to strengthen supervision of banned chemicals for cosmetics to the KFDA.
 
 
□ DBP found in two nail polish products out of the 15 safe-tested manicure products
   The KCA safe tested 15 kinds of manicure products (seven imported and eight domestic products), that are available online and offline, and found DBP of 115.1 mg/kg and 8.7 mg/kg in one imported product and one domestic product, respectively. Based on the research result, the KCA made a recommendation of voluntary removal of the products in question to the relevant companies in December last year. Currently, the product collection procedure is in progress.
 
Dibutyl phthalate(DBP) is chemical with reproductive system problem. Continued exposure to the chemical is known to be causing birth defect, fetal death, and reproductive system problems. Against this backdrop, DBP is banned in cosmetics by the European Union, the US, and Korea. 
  
□ As most of nail products are sold in small volume, it is difficult for consumers to sift through the tiny listing ingredients
     Most of manicure products are sold based on small volume (under 15ml). They are exempted from all ingredient-labeling regulation. According to the research result, all of the 15 safety-tested products failed to label the ingredients in Korean. Out of the seven imported nail products, four products listed ingredients either in English or Japanese only, difficult for Korean consumers to identify the product ingredients.
     The KCA indicates that corporate accountability should be promoted to provide more information for consumers choice for safer products including listing ingredients of a companys products on its website although the product is exempted from the all ingredient-labeling regulation. 
 
Under the all ingredient-labeling regulation for cosmetics, all the ingredients that are used for manufacturing a cosmetic product should be labeled in Korean on the back of the bottle.  
 
□ Pregnant women and children should avoid using nail products
     Nail products are formulated by using diverse organic solvents that are often volatile and easy to be inhaled through respiratory system. And for this reason, the KCA warned that pregnant women and children who are physically vulnerable should avoid using those products.
