- Frequent avoidance of responsibility in case of parking accidents

 

□ Consumer claims continues to occur from parking lot use at big retail stores or department stores.

 

It is due to business operators’ frequent avoidance of responsibility in case of parking accidents.

Consumer complaints continue to occur because business operators insist that they are not responsible for free parking services.    

 

□ The Korea Consumer Agency has received 108 consumer complaints involving parking lots at retail stores till September 2008.  Among them, dissatisfaction with parking facilities was the most frequent claim (45 cases, 41.7%), followed by business operators’ unsatisfactory responses to damaged cars (38 cases, 35.2%).      

 

In general, business operators avoided their responsibilities for the accidents at parking lots.  However, consumers can ask for damage redress when confirming management negligence.

Consumer Damages

 

[Case 1] Damage to car due to faulty facility

- Stiff uphill of department stores damaged the car bumper and lower part of the front when passing through the parking fare adjustment office.   

- Department store denied faulty facility since there were no such cases. 

 

  [Case 2] Business operators refusal to redress damage

- A consumer found severe damage to their front bumper on the passenger side after shopping at a hyper market. 

- The consumer asked parking staff to find out the wrong doer through CC TV.  However, he was told that verification with CCTV is not possible due to a dead angle of the CCTV.  Besides, it was said that business operator was not responsible for the car damage due to free parking.   

 

[Case 3] Car damage due to the negligence of the parking lot management

- When a consumer was reverse parking a car, damage occurred to the car trunk because of cards which were placed behind the car.

- Business operator prepared an accident report and promised prompt damage redress.  Since then, there have been no more contacts from the business operator and the business operator has not even received phone calls from the damaged consumer.

 

Consumer instructions for parking

 

Park a car correctly within the parking lane line.

Park a car within the angle of a CCTV as much as possible

Park a car within the inspection zone by parking staffs

Keep your habit to check a car appearance before and after the parking.

Confirm the damage to parking staffs and managers when finding car damages.  Moreover, prepare evidence of damages including photos.
